The West Oakland Job Resource Center (WOJRC) is a project of the City of Oakland with Urban Strategies Council acting as its fiscal agent. The WOJRC’s mission is to transform the lives of low-income, under-served residents of Oakland, particularly West Oakland, through family-sustaining careers in the construction building trades, and transportation, distribution, and logistics sectors. 

Position Summary

This is a full-time (37.5 hours per week) salaried (exempt) position in the West Oakland Job Resource Center; Urban Strategies Council will serve as the employer of record. The Case Support Counselor reports directly to the Program Director and will provide programmatic assistance to meet the operational needs of the WORJC. The Case Support Counselor will assist with outreach and recruitment efforts, job placements and follow up retention services for clients. The Case Support Counselor is responsible for direct client support by conducting comprehensive client intake and assessments to determine work readiness in terms of work experience, education level, and other social indicators. The Case Support Counselor will also work in a team environment with the Project Director, Program Manager, and program staff to review client caseloads. The Case Support Counselor will utilize the case management database to monitor and track client intake, assessment, progress, and outcomes. The successful candidate must possess interpersonal skills, be highly organized, able to take initiative, prioritize tasks, and maintain a sense of professionalism at all times as the main point of contact for clients, the public, and the community.

Job Duties

  • Maintains an active client caseload providing interventions as needed; assures procurement of additional services as needed.
  • Acquires and provides, to the team, detailed information regarding an assigned client to establish the foundation for an individualized work plan; processes client intake, assessment, and follow up.
  • Maintains a high level of ethical conduct regarding confidentiality, dual-relationships, and professional stature.
  • Assists with community-wide outreach and recruitment to promote career opportunities in the building and construction trades and transportation, distribution and logistics sectors.
  • Maintains system for assessing skills/motivations of job seekers.
  • Maintains community referral resources to support client needs.
  • Maintains and manages database as a case management tool for clients.
  • Generates case management progress reports, activity reports, and outcome reports, weekly, monthly, quarterly, and annually.
  • Recruits incumbent entry-level parent workers, in partnership with the Program Manager into the REAP pilot program.
  • Conducts parent worker orientations, assessments, and case management.
  • Implements, monitors, and conducts client check-ins to assess skills, motivations, and assessment for work advancements.
  • Assists with the maintenance of accurate data records for the REAP programmatic reporting requirements.

Skills/Experience Needed

  • Experience as case manager in workforce development.
  • Experience working with diverse populations.
  • Strong case management skills.
  • Strong organizational and communication skills.

Minimum Qualifications/Requirements

  • 2-years Educational Background in Psychology, Social Work, Sociology, Family/Consumer Science, Human Services, Education, Criminology, Counseling and two years related work experience.
  • Knowledge and skill in case management preferred
  • Valid Driver’s License
  • Access to vehicle
  • Flexible scheduling required
  • Strong computer and internet skills including MS Office suite (Word, Excel, Outlook, PowerPoint)
  • Proficient or able to quickly learn the case management database
  • Sound written and verbal communication skills
  • Ability to prioritize and complete multiple tasks
  • Bilingual is a plus

The position will begin immediately upon identification of a suitable candidate.


$40,000 per year plus a bull benefits package including PTO (paid time off)
